The Morris (5th & Central)
Transforming Lives: In partnership with the Coalition for Responsible Community Development (CRCD), Homes & Hope has stepped into an active adaptive reuse development, converting three existing commercial buildings in Los Angeles into 95 residential dwelling units and approximately 9,200 SF of commercial floor area. Of the 95 residential units, 94 will be designated for individuals experiencing homelessness, with 47 units specifically reserved for homeless Veterans.
Lockwood Three
Lockwood Three is a 234-unit, 100% affordable multifamily community in Oxnard, developed in partnership with Cypress Equity Investments and Waterford Property Company. Located at 2151 Lockwood Street on a vacant infill site, the community sits near St. John’s Regional Medical Center, Kaiser Permanente, Walmart, Costco, and other major service and employment hubs, and is served by multiple bus lines as well as pedestrian and bicycle infrastructure.
Designed to foster belonging and stability, Lockwood Three will feature on-site resident amenities, secure common areas, and multiple landscaped courtyards that create a supportive, inclusive environment for families and residents with special needs. By placing high-quality homes close to jobs, healthcare, retail, and transit, the project advances Oxnard’s vision for smart, connected growth.
All financing is committed and construction is expected to begin in June of 2026. Stay tuned for updates as we bring this transformative community to life.
Village at Fairview
Homes & Hope is proud to partner with Burbank Housing Corporation (BHC) on The Village at Fairview, BHC’s first Low-Income Housing Tax Credit development. Located at 2321-2335 North Fairview Street, this project will provide 60 affordable housing units, including 15 designated for homeless families with children.
Designed with sustainability and community in mind, the all-electric, craftsman-style building will feature modern amenities such as a community room, on-site support services, and outdoor recreational spaces.
With over 20 years of expertise, Homes & Hope is assisting BHC in securing funding and resources to bring this vision to life, creating safe and supportive housing for families in Burbank.

Topa Vista Villas
Topa Vista Villas is an exciting new affordable housing community coming to Santa Paula, CA, developed in partnership with Cabrillo Economic Development Corporation (CEDC) and the Santa Paula Housing Authority. This project will provide 100+ high-quality, affordable apartment homes for individuals and families, addressing the region’s growing housing needs.
Designed by GGLO Architects, Topa Vista Villas will feature thoughtfully planned residences that emphasize sustainability and connectivity. The development will integrate public transit options through the Affordable Housing and Sustainable Communities (AHSC) program, fostering a greener, more accessible community for residents.

Fontana State Surplus Site (Former DMV – Merrill Avenue)
The Fontana State Surplus Site is an exciting new affordable housing community coming to Fontana, California, developed in partnership with Neighborhood Partnership Housing Services (NPHS) and Cabrillo Economic Development Corporation (CEDC). This project will deliver 128 new apartment homes for families on a former State DMV property, helping address the Inland Empire’s growing housing needs.
Planned near jobs, services, and transit, the community is intended to support stability and opportunity for working families while making thoughtful use of publicly owned land.
This site was awarded through the State of California’s Surplus Land (Excess Sites) initiative, using a streamlined approach designed to move affordable housing forward faster.
We are grateful for the State’s leadership in making this opportunity possible, including the Governor’s Office and the California Department of Housing and Community Development (HCD), and we look forward to sharing updates as this transformative project advances.
San Bernardino State Surplus Site (DGS – West 5th Street & North E Street)
The San Bernardino State Surplus Site is a new affordable housing community planned for San Bernardino, California, developed in partnership with Neighborhood Partnership Housing Services (NPHS) and Cabrillo Economic Development Corporation (CEDC). This project will create 205 affordable apartments on a State Department of General Services (DGS) site, adding deeply needed rental housing in a community where many households are rent-burdened.
Located at the corner of West 5th Street and North E Street, the development is planned to include a range of one- to three-bedroom homes, supporting families and residents at multiple life stages.
This project was selected through the State’s Surplus Land (Excess Sites) initiative, part of Governor Newsom’s broader effort to accelerate affordable housing delivery on underutilized state-owned land through Lease Option Agreements.
